The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Project Management Manager (WMS2) position. This role is within the Operations Division and is based out of our Tumwater Office.

About the Position

In this pivotal role, you’ll take the helm of agency-wide projects—from initial planning through successful execution and completion. You’ll define and champion project management standards, processes, and best practices that align with state government frameworks, ensuring consistency and excellence at every level.

As a strategic partner to agency leadership, reporting to the Deputy Insurance Commissioner of Operations, you'll ensure every project moves forward with purpose, precision, and alignment with our mission, vision, and the OIC’s bold strategic goals.

This is a Washington Management Service – Band 2 position. The annual salary range for this position is $90,000 - $125,000.

Required Qualifications

Seven (7) years of progressively responsible experience* managing projects, including planning, execution, monitoring, and closure. Five (5) of the seven (7) years must include direct project management of cross-functional projects.

*Bachelor’s degree or higher with a focus in project management, business administration, public administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute year-for year of professional work experience, but not for the required direct management of cross functional-projects. 

AND

Project Management Professional (PMP) certification or equivalent and/or Certified Associate in Project Management (CAPM) and/or Agile/Scrum certifications (e.g., Certified ScrumMaster) 

AND

Five (5) years demonstrated experience supervising or leading subordinates or project teams. 

AND

Intermediate competency level with Microsoft Office Products (e.g. Word, Excel, Outlook, PowerPoint)

AND

Knowledge, Skills, and Abilities (KSAs):

  • Demonstrated expertise in project management methodologies and tools.
  • Familiarity with state government operations, regulatory frameworks, and public sector project management practices. 

Preferred/Desired Qualifications: 

  • Experience in a government, regulatory, or highly regulated environment. 
  • Certifications or training in risk management, quality assurance, or regulatory compliance may also be relevant.
